Job Description
ANALYST
Adult Education & Family Literacy
Responsible for the oversight, administration, and distribution of funds to subrecipients of the Adult Education and Family Literacy (AEFLA) federal grant.  This includes budget review and approval; claims review and approval; and monitoring of subrecipients.   Coordinate and communicate with K-12 schools, community colleges, technology centers, and non-profit entities to ensure high-quality educational outcomes.
Position based in Stillwater, OK.  Some travel.
 
EDUCATION AND EXPERIENCE:
REQUIRED:
  • High school diploma or equivalency
  • Strong educational background in financial processes
  • Minimum of three years’ experience working in a financial setting
 
PREFERRED:
  • Bachelor’s degree in business or finance related field
  • Background in Oklahoma school finance, CareerTech finance, OCAS and/or EDGAR.
  • Federal grants experience, particularly experience with AEFLA
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Assist in preparing and informing all AEFLA recipients of annual allocation amounts and provide customer service to AEFLA recipients.
  • Review and approve subrecipient budgets ensuring federal funds are budgeted in support of the AEFLA federal grant and that they are for approved activities.
  • Process all AEFLA sub-award funding agreements.
  • Review and approve all subrecipient claims for payment ensuring expenditures align with budget and compliance with Uniform Grant Guidance.
  • Serve as a liaison between AEFLA Division and the ODCTE Finance Division.
  • Provide technical assistance to AEFLA subrecipients in the use of the CTIMS financial system.
  • Assist in the development of the AEFLA state plan and prepare grant financial reports.
  • Conduct desktop and on-site monitoring of subrecipients regarding financial policies and procedures; grant purchases; and claims reporting.
  • Assist the federal programs manager as requested in areas such as federal reporting, grant awards and allocations, state rules and other areas of program management.
 
 
 
 
 
 
Salary/Benefits: $45,940.86 - $52,044.49 commensurate with education or experience. Health, dental, life and disability insurance; flexible benefits plan; teacher’s retirement; vacation/sick leave; paid holidays; employee assistance program; and flex-time options. Total salary and benefits package valued at $57,660.08 - $64,223.13.
