Job Description
Provides strategic leadership and direction for the Oklahoma Department of CareerTech and assists the state director in directing overall activities. Oversees and leads operational divisions, quality planning, organizational development, continuous improvement and innovation to enhance the agency’s mission capabilities.
Requires master’s degree and five to 10 years’ administrative experience or equivalent. Applicant must have significant experience in administration and leadership systems.  Possession of a valid Oklahoma superintendent’s certificate and a career and technology center administrator's credential is preferred.  Requires experience in organizational level leadership in either the education field or business, as well as exceptional communication skills, written and verbal, with outstanding presentation skills. Also requires the following:
  • Methods of organization and management of public administration, of agency policies and procedures, of the legislative process and of federal and state laws and regulations relating to administration of assigned programs. 
  • Ability to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to exercise good judgment in analyzing situations and making decisions; and to organize and present facts and opinions.
  • Commitment to improving and advancing the mission of the Oklahoma CareerTech System.
  • Knowledge of the educational system with an understanding of career and technology education.
  • Ability to establish excellent relationships with stakeholders.
  • Proven experience in developing performance focused partnerships.
  • Professional image and the ability to be a spokesperson for the system to the mass media.
Directly and indirectly supervises department operational divisions as designated by the state director.  Responsible for leading and facilitating leadership development, talent management and succession planning within the agency.  Is responsible for hiring, delegating assignments and evaluating employees.
Position based in Stillwater, OK. Some travel required.
Duties/Essential Functions:
  1. Provides guidance for internal operations and services of the department.
  2. Serves as state director’s designee in his/her absence by assuming responsibilities for day-to-day operations of the department.
  3. Advises on future resource allocation, especially as related to continuous improvement and innovation.
  4. Leads and facilitates organizational development activities within the agency, including leadership development, talent management and succession planning.
  5. Advises in the development of formulating policies or operating procedures, human resources administration or other management functions and in supervising special department services.
  6. Interprets and advises department personnel and the general public on departmental rules, regulations and laws governing the operation of the department or the CareerTech System.
  7. Develops recommendations or responses for the state director on major agency programs to provide to members of the legislature and other state officials.
  8. Plans, organizes and supervises special projects and studies.
  9. Represents the agency and state director at various meetings, seminars and conferences and statewide commissions and boards as assigned.
Salary/Benefits: $91,803 - $107,868 commensurate with education or experience. Health, dental, life and disability insurance; flexible benefits plan; teacher’s retirement; vacation/sick leave; paid holidays; employee assistance program; and flex-time options. Total salary and benefits package valued at $107,006 - $124,281.
